Abstract
Abstract This chapter introduces the systematic cross-national study of the highly complex equal pay policy process in 11 post-industrial democracies, including its panoply of policy tools, stakeholders, and actors in the current fourth generation of equal pay policies: from problem definition, agenda-setting, adoption, and most importantly through to post-adoption—implementation, evaluation, outcomes, and practice. In the first section the challenges of conducting a comparative study of equal pay policy implementation and outcomes are discussed. Next, the Gender Equality Policy in Practice (GEPP) approach and framework that provides a unique way of studying gender equality policy in action is covered. The concept-development opportunity provided by stalled equal pay policy, and how to unstick it, is discussed in the third section. The chapter ends with the comparative road map for the rest of the book and a preview of the book’s major findings about the changing success of equal pay policy implementation.
