Abstract
Policy When Implementation Stalls is a product of the 13-year journey of the Gender Equality Policy in Practice (GEPP) Network with its comparative focus on policy implementation and outcomes. This is the third GEPP book we have co-edited in collaboration with 30+ scholars. We first formalized the GEPP approach in our 2018 article in the European Journal of Politics and Gender. But the approach had been in the making since we convened the group in 2013 with Joni Lovenduski at a workshop at Science Po Paris-LIEPP attended by 30 feminist scholars. We worked with Joni and Rosie Campbell on a paper that laid some of the foundations for the approach, while Amy was a Fellow at Birkbeck College in London in 2015, presented at the European Conference on Politics and Gender in Uppsala that year. An all-GEPP meeting was held and funded, also in 2015, through a grant obtained by Joni at Birkbeck. The crucial gathering further advanced the network’s agenda. Joni, as a co-author of the British chapter, also contributed to the GEPP book, Party Politics and Implementing Gender Quotas in Political Representation: Resisting Institutions, co-edited by Petra Meier, Sabine Lange, and Birgit Sauer (Palgrave, 2023). She decided to no longer be co-convener when she retired in 2016. As the founding mother of GEPP and of comparative gender policy studies more generally, we are dedicating this book to her. Neither the field nor GEPP could have made the journey without her.
