Abstract
Abstract This chapter traces Canada’s 2018 Pay Equity Act from adoption to implementation; marked by a significant shift from a complaints-based to a proactive approach to pay equity at the federal level. While the Act reflects lessons from earlier provincial models in Ontario and Quebec, we argue that its impact remains one of accommodation rather than one of transformation. Drawing on provincial experiences, we assess both the potential and the limitations of the federal Act. Despite attempts to address known pitfalls, early implementation reveals new challenges—particularly in the complexity of establishing single pay equity plans and committees for larger employers. Moreover, critical perspectives suggest that proactive legislation alone is insufficient to dismantle the systemic forces underpinning the gender wage gap. Our analysis supports the view that the 2018 Act, while progressive in form, does not yet signal a fundamental cultural or structural shift in pay equity policy in Canada.
