Abstract
Abstract Despite the high and persistent gender pay gap in Germany, the problem was not formally addressed until the Pay Transparency Act (PTA) of 2017 which aims to achieve “equal pay for women and men with equal work or work of equal value” (§ 1 PTA). It entitles employees in companies with more than 200 employees to wage comparison information, invites private companies with more than 500 employees to analyze their pay structures, and obliges a small number of large companies to report on equal opportunities and equal pay measures. The law does not, however, address institutional inequalities such as androcentric pay structures that benefit male-dominated occupations and positions and typical male careers. The chapter argues that any hopes of concrete action to successfully promote equal pay for equal work were dashed through a long-drawn-out process of implementation that relied on policy instruments with little authority, which eventually only led to gender accommodation.
