Abstract
Abstract The chapter traces the development of European Union (EU) equal pay policy from its early period with initial legislation in 1975 to the adoption of the 2006 Recast Directive on Equal Treatment through to the passage of the 2023 Pay Transparency Directive. The analysis shows that, throughout this long process, the EU and its institutions have been reluctant to adopt and push for authoritative policy, and, as a result, it took decades to envisage a substantively meaningful policy that addresses the shortcomings of the EU equal pay policy and the impediments to its application at the domestic level. During this time, the EU allowed its member states to fall behind in this area and actually sowed the seeds for the stalled policy implementation practices at the national level.
