Abstract
Abstract This chapter weaves together the book’s key threads to contemplate the epistemic dimension of bottom-up governance of algorithms. Though public involvement in governance is fundamental to democracy, technocratic dependence on expert knowledge often creates barriers to meaningful participation by ordinary people. This is in large part due to narrow definitions of “expertise.” The chapter argues that realizing meaningful bottom-up governance of algorithms requires 1) recognizing algorithm expertise as diverse and contextual; 2) de-centering platform-centric knowledges; 3) centering heterogeneous, partial, and marginalized perspectives; and 4) embracing multilayered, agonistic forms of public participation. The book concludes by outlining implications for policymakers, academics, technologists, journalists, and civil society.
