Abstract
This chapter examines victim management as a central pillar of criminal investigation and emphasises trust, legal rights, and a victim-centred approach while outlining terminology, professional standards, and statutory frameworks, including the Victims and Prisoners Act 2024. It defines key terms and evaluates language use, balancing sensitivity with investigative neutrality, and explains the Victims’ Code, its enforceable rights, and review mechanisms such as the Victims’ Right to Review and Child Sexual Abuse Review Panel. The chapter details procedures for initial contact, engagement, needs assessment, and care planning, and it defines roles such as Victim Care Officers, Family Liaison Officers, and intermediaries while stressing consistent communication, accurate record-keeping, and disclosure compliance. It analyses victimology, forensic considerations, and third-party material, and addresses complex contexts including multiple, child, and historical victims, emphasising tailored strategies, proportionality, and risk management. Finally, the chapter examines family liaison, impact statements, and critical incidents, demonstrating how coordinated support, lawful practice, and professional communication strengthen investigations and public confidence.
