Abstract
This chapter explains that effective reactive investigation depends on a pro-active and structured initial response, where early decisions, accurate call-handling, and disciplined information-gathering shape investigative outcomes and require officers to challenge assumptions using the ABC principle. It emphasises the significance of the ‘golden hour(s)’, during which investigators act rapidly to preserve evidence, secure reliable witness accounts, and limit offender interference, while recognising that its duration varies and requires clear contextual definition. The chapter outlines the Five Building Blocks—preserve life, preserve scenes, secure evidence, identify victims, and identify suspects—as a practical framework guiding first responders, alongside systematic practices in report-receiving, call-handling, and rigorous assessment of precursor incidents. It details how initial responders preserve life, manage crime scenes through the ISP principle, maintain health and safety through dynamic risk assessment, and protect evidential integrity through professional curiosity and accurate contemporaneous recording. Finally, the chapter presents a structured initial response checklist that ensures systematic review, effective coordination, safeguarding, and continuous improvement across all stages of early investigative practice.
