Abstract
This chapter examines witness management as a central investigative function, defines witnesses broadly, emphasises early engagement during the golden hour, and outlines strategies to secure cooperation despite fear, mistrust, or limited awareness. It explains systematic approaches to tracing witnesses, including pro-active enquiries, analytical techniques, and the use of offender evidence under SOCPA, while critically evaluating reward policies, ethical constraints, and their impact on credibility and disclosure. The chapter details procedures for initial contact, account-taking, and investigative interviewing, stressing accurate recording, avoidance of leading questions, maintenance of audit trails, and rigorous assessment of witness and evidential credibility through corroboration and consistency. It analyses witness protection, anonymity orders, and post-trial support, and addresses the management of reluctant or hostile witnesses alongside evidential material handling. Finally, the chapter outlines interview strategies, witness categorisation, special measures, intermediaries, interpreters, admissions of criminality, and the roles of confidantes, whistleblowers, human intelligence sources, expert witnesses, and the Witness Charter.
