Abstract
This chapter outlines a structured suspect management strategy that integrates identification, designation, arrest planning, forensic recovery, detention, interviewing, charging, and case building within a coherent investigative framework. It explains how investigators identify suspects through diverse sources, manage unidentified and system-held individuals, apply the ABC principle, and raise subjects to suspect status based on reasonable grounds while safeguarding legal rights under PACE. The chapter examines background enquiries, behavioural analysis, and legal frameworks governing arrest, voluntary attendance, necessity tests, and decision recording, alongside structured operational planning, briefing, and timing of arrests to maximise evidential opportunities and manage risk. It addresses key practices including recording significant statements, conducting urgent interviews, treating suspects as forensic opportunities, managing high-risk and threat-to-life cases through coordinated command structures, and overseeing detention time limits and interview strategies. Finally, the chapter explains charging decisions through the Full Code and Threshold Test, bail and release mechanisms, and duty of care, ensuring lawful, ethical, and effective progression to prosecution.
