Abstract
Abstract This chapter interrogates a nation-state cyber espionage operation to establish a methodology for evaluating the relationship between state and nonstate actors. Based on the technical details of the operation, it uses common analytical tools such as pattern-of-life and analysis of competing hypotheses (ACM) to find that hacker tradecraft can intuit a state’s approach to power rivalries and strategic competition.
