Abstract
Abstract The chapter presents two separate but thematically related narratives. The first follows the movements of a Chinese military leader serving a third country in what appears to be exile. The second follows China’s ambitions to circumvent US export control restrictions, by attempting to develop rival computing architecture, or investing in open-source alternatives when rival offerings fail commercially. It argues that popular frameworks like “weaponized interdependence” capture only partially the true character of US-China competition, as the “full stack” metaphor demonstrates a more messy and unpredictable reality.
