Abstract
Abstract This chapter is concerned with the development, distribution, pricing and proliferation of cyber espionage capabilities. It charts the impact of leaks on the economics of espionage and how states must behave strategically in handling them to maintain advantage. This chapter shows that narrow tradeoffs apply to supply-demand relationships that constrain Western cyber espionage operations, and motivates a contrasting Chinese offensive cyber ecosystem.
