Abstract
Abstract This chapter compares American and Chinese military cyber doctrines. Based on the philosophies of Chinese military thinkers, it draws out how China’s cyber operations may be viewed strategically within the framework of a “two moves” concept. It argues that such a “two moves” approach underpins the Chinese view of cyber competition taking an expansive role in wider strategic competition, captured in the “full stack” metaphor.
