Abstract
Abstract Analyzing the role of cyber operations in conditions just under the threshold of war, but also as a conduit in modern conflict, this chapter posits a framework of “strategic empathy”. The framework is designed to gradually reveal an adversary’s vulnerabilities by interpreting their tradecraft, probing brittle postures and creating room for strategic maneuver. The chapter discusses how strategic empathy might play out between great powers, great and smaller powers, and states and private actors.
