Abstract
Abstract This chapter contrasts Chinese organs of the state with Russian and American counterparts. It follows the evolution of the Chinese military and civilian intelligence agencies and how they adapted to a changing information environment, leadership challenges and cultural issues vis-a-vis US cyber operational capability. The chapter argues that both the US and China stockpiling exquisite cyber capability will result in more destabilizing outcomes for cyberspace.
