Abstract
Abstract This chapter examines how the GCM’s action-oriented approach is institutionalized through follow-up, review, and coordination mechanisms. It emphasizes the Compact’s novelty in creating a comprehensive implementation architecture, centred on the UN Network on Migration (UNNM), the capacity-building mechanism, and the International Migration Review Forum (IMRF). It traces the drafting debates and how the mechanisms for implementation, follow-up, and review became more complex and robust as negotiations developed. It then analyses the role of key UN bodies—the IOM, UNHCR, ILO, and OHCHR—in advancing GCM commitments, as well as the complementary role of regional organizations, the Global Forum on Migration and Development, and regional consultative processes on migration. While recognizing achievements, the chapter highlights persistent challenges: gaps in inclusivity of non-state stakeholders, uneven state engagement, and limited resources to foster implementation. It concludes that the GCM’s international implementation framework is both innovative and fragile—its success hinges on sustained political will and genuine multi-stakeholder cooperation.
