Abstract This chapter examines Objective 17 of the GCM, which enshrines a commitment to eradicate discrimination against migrants and to foster evidence-based public discourse. It situates the objective within the broader human rights framework, noting its reaffirmation of existing anti-discrimination norms while highlighting areas of equivocation, particularly regarding racial discrimination. The chapter traces the drafting history, showing how protections were both strengthened (e.g., inclusion of multiple intersecting forms of discrimination, safeguards for migrant women) and weakened (e.g., removal of explicit references to race, religion, gender). It argues that Objective 17 reflects the political tensions between states concerned with combating xenophobia and those prioritizing freedom of expression. The chapter underscores the dual nature of the Objective: a legal reaffirmation of equality norms and a policy tool to counter stigmatizing narratives. Yet, its effectiveness hinges on states’ willingness to legislate against hate crimes, empower migrants to seek redress, and support inclusive media practices.
