Abstract
Abstract This chapter addresses Objective 6 of the GCM, concerning fair recruitment and decent work in the context of migration. The chapter contextualizes the Objective within the global convergence of migration and labour law debates, driven by the increasing concentration of migrant workers in key economic sectors. The core concepts of ‘fair and ethical recruitment’ and ‘decent work’ are then analysed. Objective 6 plays a crucial role by anchoring these concepts in international labour and human rights standards, particularly instruments of the International Labour Organization (ILO). However, the Objective also exhibits significant limitations. It overlooks the profound issue of ‘brain drain’ from countries of origin and reduces the expansive ILO concept of decent work by focusing predominantly on fundamental rights rather than broader employment and social protection policies. This constrained approach reflects political compromises, potentially weakening the Objective’s ability to fully protect migrant workers and address the systemic drivers of labour exploitation in globalized economies.
