Abstract
Abstract This chapter analyses Objective 23 as the ‘glue’ binding all the other Objectives together. It highlights the centrality of cooperation, solidarity, and partnerships as cross-cutting principles of migration governance, recognizing that no state can address migration alone. The chapter traces the drafting process, showing how the African bloc successfully pushed for a stand-alone objective despite resistance from Global North states, wary of financial obligations towards the Global South. While the final text was watered down—omitting explicit references to migrants’ human rights violations and long-term development aid—it nonetheless institutionalizes commitments to joint action, technical and financial support, and the involvement of local authorities. The chapter argues that, although carefully worded to preserve sovereignty, Objective 23 represents a normative advancement by reaffirming the cooperative essence of migration governance. Still, its efficacy depends on equitable burden-sharing and the genuine operationalization of whole-of-government and whole-of-society approaches.
