Abstract
Abstract This chapter examines Objective 8 of the GCM, which commits states to save migrant lives and prevent deaths during perilous journeys. While the Objective’s focus on international cooperation, search and rescue operations, and identifying the deceased is vital, its underlying framing is fundamentally flawed. Saving lives is not conceptualized in Objective 8 as a humanitarian imperative or a human rights obligation, but rather instrumentally, as a means of migration management designed to uphold state sovereignty and reduce the negative impacts of irregular flows. In analysing the drafting of Objective 8, its final text, and the normative framework surrounding it, the chapter shows that the Objective is not formulated in a way sufficiently anchored in human rights and law of the sea standards for the protection of people on the move. This severe limitation exposes the inherent contradictions within the GCM and explains the persistent gap between its abstract commitments and the practical reality of continued migrant deaths.
