Abstract
Abstract The aim of this chapter is to examine Objective 10 of the GCM, on trafficking in persons (TIP) in the context of international migration. While the Objective aligns with the established international legal framework, particularly the UN TIP Protocol, it grapples with the inherent tension between its twin pillars: law enforcement and victim protection. The chapter begins by delineating the complex definition of TIP. It then assesses Objective 10’s commitments to prosecution, prevention, and protection, noting their consistency with prior international legal instruments. Nevertheless, Objective 10’s effectiveness is ultimately constrained by its soft law nature and the perennial challenge of ensuring that victim-centred approaches are not overshadowed by punitive, state-security-focused measures. In sum, whereas Objective 10 provides a valuable reaffirmation of global anti-trafficking goals, its implementation will depend on states’ political will to prioritize human rights, address vulnerabilities, and resist using migration control as a pretext for measures that may further endanger those they purport to protect.
