Abstract
Abstract This chapter analyses Objective 3 of the GCM, which deals with access to information throughout the migration continuum. Under Objective 3, this access is framed both as a human right of migrants and an operational tool for states to achieve safe, orderly, and regular migration. The chapter explores the inherent tension in this approach: while it demands expanded state action, it also aligns with state interests in promoting predictable migration. This dual framing remains a strategic strength of Objective 3, however, allowing the Objective to navigate power structures inherent to dissemination of information on migration, and creates a rare synergy between human rights protection and effective governance. The chapter concludes that this approach is pivotal for empowering migrants to make free and informed decisions, protecting those in vulnerable situations, and ultimately operationalizing the GCM’s core ambitions.
