Abstract
Abstract This chapter examines Objective 20 of the GCM, on the promotion of faster, safer, and cheaper transfer of remittances and migrants’ financial inclusion. The Objective consolidates a thirty-year international consensus around two intertwined agendas: poverty reduction through increased net remittance volumes and the financialization of migrant households. As the analysis shows, Objective 20 reiterates long-standing soft law goals, from the 1994 Cairo Programme of Action to the 2030 Agenda, by providing a detailed roster of actions to lower transaction costs and integrate senders and recipients into the formal financial system. While the Objective’s greatest achievement is its high-visibility, practical roadmap, it uncritically embraces a financialization model that primarily benefits financial service providers by transforming migrants into consumers. The chapter notes, through a critical analysis, that this approach instrumentalizes remittances for market expansion, potentially overlooking broader structural barriers to development and the real needs of migrant communities.
