Abstract
Abstract This chapter explores how states, as the primary addressees of the GCM, navigate implementation. It underscores the duality of the Compact as a soft law instrument: while non-binding, its flexibility allows states to adapt commitments. The chapter sets out the framework for state implementation: the GCM’s 360-degree vision, its guiding principles, and the thematic commitments of its 23 Objectives. It provides a typology of implementation spanning legal reforms (e.g. revising immigration, labour, and criminal law), operational steps (such as data-sharing, awareness campaigns, and training), and policy initiatives. It assesses what measures states have adopted based on the voluntary reviews submitted until the 2022 International Migration Review Forum and the repository of practices of the United Nations Network on Migration. The analysis highlights the diversity of national approaches, shaped by political will, institutional capacity, and socio-economic realities, while pointing to recurring challenges. Ultimately, effectiveness depends on ensuring that national priorities align with the Compact’s holistic and rights-based vision.
