Abstract
This chapter outlines the meaning and role of governance in synthetic biology, highlighting the diverse ways societies can shape and steer technology development. It emphasises that synthetic biology does not evolve in isolation but emerges within a complex sociotechnical system influenced by financial, political, and infrastructural factors. The chapter identifies a variety of governance tools, including regulation, policies, and participatory mechanisms, that can be used to promote ethical and responsible technological advancement. It also examines how different stakeholders—including policymakers, scientists, and the public—can shape the trajectory of synthetic biology. Finally, the chapter establishes a foundation for understanding governance as a dynamic process that balances innovation with societal interests.
