Abstract
Abstract Solvency II introduces a risk-based solvency regime for insurance and reinsurance undertakings. It applies the three-pillar approach of Basel II. The quantitative requirements are included in Pillar 1. Pillar 2 covers the qualitative requirements and Pillar 3 deals with transparency. Following the Lamfalussy procedure, as amended by the Lisbon Treaty, Solvency II adopts a principles-based approach, whereby the main principles are included in the Solvency II Directive (level 1), which is further implemented by a delegated act (level 2) and by Guidelines produced by EIOPA. This chapter highlights the main principles of the Solvency II regime, taking account of the latest amendments resulting from the Solvency II 2020 Review. It does not deal with group supervision as this matter is covered by other chapters in this book. It shows how a project that was conceived as a principles-based project has resulted in a very detailed regulatory framework.
