Abstract
Abstract This chapter explores the legal implications of operations in the cyber domain as an essential component of multidomain operations in the Indo-Pacific region. It begins by highlighting the necessity for States to clarify the application of international law to cyber activities—a need underscored by the increasing complexity of threats in cyberspace. It also examines the practical implications of strategic deterrence and State cooperation, arguing that clarity in legal standards is preferable to ambiguity. The chapter then delves into a few specific rules of international law that require further elucidation, such as sovereignty, nonintervention, and the use of force. By providing an overview of these issues, the chapter underscores the importance of adapting international law to the rapidly changing landscape of cyber warfare generally, and multidomain operations more broadly.
