Abstract
Abstract The Israeli prime minister exercises considerable power. Although the common perception is that he is only “first among equals,” in practice his position is much more significant. The prime minister’s power is based, inter alia, on his control in the decision-making mechanisms of the government and its committees. The prime minister has a special status in the security arena, due to various statutory arrangements and unwritten practices that have evolved over the years. The power of the prime minister has strengthened in recent years against the backdrop of parallel worldwide processes: personalization of the political system, alongside a phenomenon of executive aggrandizement—a process in which the executive branch incrementally concentrates power in its hands, eroding the standing of the legislature and oversight mechanisms. The centralizing of power in the figure of the prime minister has undermined the power of Cabinet government, raising concerns about the erosion of the fundamental principles of a parliamentary regime. This concern grows in the absence of mechanisms for decentralization of political power in the Israeli system.
