Abstract This Introduction provides a comprehensive overview of social protection systems in the Global South, emphasizing historical roots, developmental trajectories, and contemporary challenges. Recognizing social protection as vital for human development, it explores risk-based strategies, utilitarian reasoning, and their role in promoting social justice. The evaluation spans the evolution of social protection systems, focusing on responses to global development goals like the Sustainable Development Agenda. Notable achievements and persistent gaps in coverage are examined, highlighting disparities and calling for increased investments, universal coverage, and alignment with Sustainable Development Goals. A detailed analysis of social protection expenditure and financing underscores substantial variations across regions, emphasizing underinvestment in Africa, the Arab states, and Asia. The chapter offers insights into funding requirements for universal coverage by 2030. In the context of the Global South, the chapter assesses the characteristics, design, and state capacity influencing social protection measures. It provides a nuanced examination of existing systems, including their responses during the COVID-19 era. The chapter critically examines the role of state capacity in shaping social protection responses during the COVID-19 pandemic, analyzing factors such as resource availability, governance structures, and bureaucratic efficiency.
