Abstract
Abstract Part of transitioning from the current healthcare system to the National Health Insurance (NHI) policy involved implementing the NHI pilot program in 11 districts across South Africa. The Ward-Based Outreach Team (WBOT) program was one of the public healthcare (PHC) interventions that were tested during the NHI pilot program. Through the work of community health workers (CHWs), the WBOT program delivered healthcare services to people in the comfort of their homes. The objective of this chapter is to show how the NHI policy will be institutionalizing underpaid community healthcare giving through the work of CHWs. Reflecting on the experiences of CHWs during the NHI pilot program in Tshwane District, the results from this study show that the burden of community healthcare giving fell on the shoulders of poor Black women who were exploited. If the marginal place of CHWs is not reformed, the NHI policy, with its ideals of universal healthcare, will be institutionalizing underpaid community healthcare giving.
