Abstract
Dalam P2KP merupakan dana publik yang diwakafkan oleh pemerintah Indonesia kepada masyarakat di lokasi sasaaran P2KP. yang dalam pengaturan dan pengelolaannya melibatkan berbagai pihak. Dalam pengaturan dan pelaksanaannya diperlukan adanya pengawasan. Permasalahan dalam penelitian ini bagaimanakah pengaturan dan pelaksanaan pengawasan terhadap P2KP di tataran masyarakat. Hasil penelitian meneunjukan bahwa pengaturan pengawasan P2KP sangat ketat, berdasarkan kesepakatan bersama pemerintah Indonesia dan Bank Dunia, meliputi pengawasan intern dan pengaawasan extern. Tetapi tidak melibatkan pemerintah daerah. Pengawasan bersiafat educative atau pengawasan bertujuan untuk mendidik masyarakat pelaku P2KP di tataran masyarakat untuk bekerja dengan baik dan jujur. Dalam pengaturannya belum ada nampak adanya Standar Oprasional Prosedur pengawasan, sehingga dikhawatirkan dalam pelaksanaan pengawasan akan tumpang tindih.
