Abstract
The objective of research to determine the validity of Act No. 6 of 2014 in Bali. The research method used sosiolegal. The results showed there was a conflict between the norms of Article 6 of the explanation of the obligation to choose one type of village. During this time, the system of village administration is double the traditional village (pakraman) and village office (administration) in Bali. Sociologically, society, academics, community leaders, Perbekel and Bendesa declare that Article 6 was not suitable to be applied in Bali. Main Assembly Pakraman (MUDP) proposed Bali get an exception. Tujuan penelitian untuk mengetahui keberlakuan UU No. 6 Tahun 2014 di Bali. Metode penelitian menggunakan sosiolegal. Hasil penelitian menunjukkan ada konflik norma (conflict of norm) antara Pasal 6 dengan Penjelasannya tentang kewajiban memilih salah satu jenis desa. Selama ini, sistem pemerintahan desa bersifat ganda antara desa adat (pakraman) dan desa dinas (administrasi) di Bali. Secara sosiologis, masyarakat Bali, akademisi, tokoh masyarakat, Perbekel maupun Bendesa menyatakan Pasal 6 tidak cocok diterapkan di Bali. Majelis Utama Desa Pakraman (MUDP) mengusulkan supaya Bali mendapatkan pengecualian.
