Abstract
The development of a widespread public transport system is not only a necessity for an higher quality of life in urban centers, but also an exceptional opportunity for growth: funding the investments needed to bridge the mobility gap in Italian cities and bringing them into line with the level of their European counterparts would generate approximately €17.5 billion in value added and 465,000 new jobs.
To achieve this goal, action must be taken in terms of regulation and governance: after 16 years since the passing of the Burlando Decree, the sector often remains characterised by inefficient management, to the detriment of both public finances and the overall quality of life.
Pengembangan sistem transportasi publik yang meluas tidak hanya merupakan kebutuhan demi terciptanya kualitas hidup yang lebih tinggi di pusat-pusat perkotaan, tetapi juga merupakan peluang pertumbuhan yang luar biasa: pendanaan investasi yang diperlukan untuk menjembatani kesenjangan mobilitas di kota-kota Italia dan menyelaraskannya dengan tingkat kota-kota serupa di Eropa diperkirakan akan menghasilkan nilai tambah sekitar €17,5 miliar dan 465.000 lapangan kerja baru.
Untuk mencapai tujuan ini, langkah-langkah strategis harus diambil dalam hal regulasi dan tata kelola: setelah 16 tahun sejak disahkannya Dekrit Burlando, sektor ini kerap kali masih dicirikan oleh pengelolaan yang tidak efisien, yang merugikan keuangan publik maupun kualitas hidup masyarakat secara keseluruhan.
