Abstract
Ditinjau dari kajian Supply Chain Management (SCM), salah satu akar masalah pada bisnis komoditas padi paska-panen adalah masalah distribusi. Rendahnya tingkat aksesibilitas informasi ketersediaan komoditas bagi para stakeholder mengakibatkan proses distribusi tidak berjalan dengan baik, sehingga sering terjadi penumpukan komoditas maupun kekosongan komoditas di sisi yang lain. Permasalahan komunikasi dan koordinasi ini mengakibatkan distribusi komoditas padi tidak berjalan dengan baik sehingga sangat merugikan  konsumen, petani dan semua pihak yang terlibat di dalam sistem SCM. Fokus penelitian ini adalah merancang model distribusi komoditas padi paska-panen. Rancangan model berbasis Supply Chain Management (SCM) dipilih karena karakteristiknya dalam hal kemudahan interaksi antar   stakeholder  dinilai mampu menjawab permasalahan rendahnya tingkat aksesibilitas informasi ketersediaan komoditas. Proses perancangan dimulai dengan melakukan inventarisasi kebutuhan stakeholder hingga mendapatkan format yang sesuai dengan distribusi komoditas padi paska-panen. Selanjutnya dibuat System Requirement Specification (SRS) dan diidentifikasi value chain dari komoditas padi paska-panen. SRS dan value chain yang telah didapat dijadikan dasar dalam merancang model distribusi dengan bantuan Use Case Model. Hasil penelitian ini berupa model bisnis yang komperhensif dari sebuah sistem distribusi komoditas padi paska-panen berbasis SCM yang telah disesuaikan  dengan kebutuhan pengguna. Kata kunci: Supply Chain Management, komunikasi dan koordinasi, penyebaran informasi,   model distribusi komoditas padi pascapanen.   Abstract With the Supply Chain Management’s (SCM) appoach, uncertaintly of rice, main commodity in agri-industry after-harvest paddy, supply and distribution which is giving a bad impact for consumers, farmers, and all who are involved in this business, found that root of the problems is minimum availability of comodities and accessibility of informations. These problems happened because uncertaintly and unavailability of accurate informations about inventory, demands and also products capacity  form industries. By the advanced development of internet, web and mobile technologies, problems in creating, providing and deseminating of informations can be minimized by using appropriate application in SCM based information system that uses the advanced facilities of internet and mobile communication network which have been widely spead in Indonesia. Creating software requirement specifications (SRS), use case diagrams, class diagrams and comparing SRS with these diagrams, will be much helpfull for the designed processes to meet and fit with user needs. User interface and prototype of these applications, as a result, also introduced to the client and users to guarantee the fitness of the designed applications.
