El autor propone los medios más eficaces para realizar el trabajo de veedurías en los observatorios y narra las experiencias de Argentina en cuanto a los espacios de análisis y discusión acerca del accionar de los medios públicos y privados y acerca de cómo la legislación es desconocida por la mayoría de periodistas que se encuentran en la indefensión.
