Abstract
O objetivo deste trabalho é apresentar o modelo desenvolvido para avaliar a qualidade da atenção básica em saúde bucal e testar sua aplicabilidade em municípios de diferentes portes no Estado de Santa Catarina, Brasil. O modelo tem duas dimensões - Gestão da Saúde Bucal e Provimento da Atenção Básica em Saúde Bucal. A primeira é composta pelas subdimensões "Atuação Intersetorial, Participação Popular, Recursos Humanos e Infraestrutura". A segunda tem as subdimensões de "Promoção e Prevenção e de Diagnóstico e Tratamento", no ciclo vital (criança, adolescente, adulto, idoso). Foram elaborados 40 indicadores em oficinas com um grupo de experts. Participaram da avaliação 207 municípios, obtendo-se uma taxa de resposta de 70,6%. O modelo mostrou-se não só aplicável como de grande utilidade para municípios de diferentes portes, possibilitando a identificação dos pontos nos quais os gestores municipais devem aperfeiçoar suas ações em saúde bucal. Outra importante contribuição se refere à sensibilização desses gestores quanto à necessidade de melhoria na qualidade do registro dos dados.
This paper presents a model for assessing the quality of primary dental care and tests its applicability in municipalities in Santa Catarina State, Brazil. The model features two components: Management of Oral Health and Provision of Primary Oral Health Care. The first consists of the sub-components Inter-Sector Practice, Community Participation, Human Resources, and Infrastructure. The second includes the sub-components Promotion/Prevention and Diagnosis and Treatment throughout the life cycle (childhood, adolescence, adulthood, and old age). Forty indicators were developed in workshops with a group of experts. 207 municipalities participated in the evaluation, yielding a response rate of 70.6%. The model proved to be applicable and highly beneficial to municipalities of different sizes, allowing the identification of areas in which municipal managers need to improve their oral health practices. Another important contribution relates to managers' awareness of the need to improve data recording.
