Abstract

This research focuses on the application of the internationally-standardized rights to healthcare and education during the course of decentralization in Yogyakarta. Local government must ensure citizens’ Ecosoc rights before passing education or healthcare-related policies. Results show that the implementation of international standards on healthcare is better than on education.

 

Fokus penelitian ini adalah penerapan standar internasional dalam hak atas kesehatan dan pendidikan selama kebijakan desentralisasi di Yogyakarta. Pemerintah setempat harus menjamin hak-hak Ekosob masyarakat sebelum menerbitkan kebijakan yang berkaitan dengan pendidikan dan kesehatan. Hasil penelitian menunjukkan bahwa penerapan standar internasional di bidang kesehatan lebih berhasil daripada di bidang pendidikan.
