Kejadian pergantian kepemimpinan nasional di Indonesia merupakan amanah dari rakyat melalui mekanisme pemilihan umum. Meski sejarah bangsa Indonesia mencatat bahwa pegantian Presiden RI pertama dari Ir. Soekarno hingga presiden yang ketujuh, yaitu Jokowi, selalu terdapat kejadian tidak semestinya oleh elite pemimpin negara dan hal ini akan menjadi cermin bagi rakyat Indonesia bagaimana membangun karakter budaya politik. Budaya politik adalah aspek politik dari sistem nilai-nilai yang berkembang dalam masyarakat yang dipengaruhi oleh suasana zaman saat itu dan tingkat pendidikan dari masyarakat itu sendiri. Partisipasi politik masyarakat sangat membantu berkembangnya budaya politik dalam suatu negara. Partisipasi politik adalah keterlibatan warga dalam segala tahapan kebijakan, mulai dari sejak pembuatan keputusan sampai dengan penilaian keputusan. Demokrasi merupakan media untuk mewujudkan masyarakat adil dan makmur. Kalau demokrasi ditegakkan, dengan tingginya partisipasi rakyat dalam politik, ekonomi, sosial, dan budaya, maka masyarakat adil dan makmur bisa terwujud. Yang tidak kalah penting adalah membagun karakter budaya politik, sehingga kegiatan politik bukanlah panggung bermain bagi para elite penguasa, tetapi sebagai sarana pemenuhan kebutuhan dasar warga negara dalam menciptakan kemaslahatan bersama. Change of national leadership in Indonesia is a mandate of the people through the mechanism of elections in accordance with the principles of direct, general, free, secret and fair and healthy competition between pairs of candidates for president and vice president. Political culture is the political aspect of the system of values that thrive in communities that are affected by the atmosphere of the current era and the education level of the community itself. Other factors that influence this is economic level of the community, the higher the level of economic or prosperous society, the greater the participation of the community. Public political participation is useful for developing political culture in a political country. Participation in the political context of this case refers to the participation of citizens in political processes. Democracy is only the media to realize prosperous society, if democracy is established. The great participation of the people in the political, economic, social and cultural rights, So, the prosperous society will appear. Moreover, the important thing is building a character of political culture, so the activities of politics are not just stage played by the elite powers, but as a means of fulfilling the basic needs of citizens in creating a joint benefit.
