Abstract
En trabajo se aborda la discusión en la sociedad posmoderna, centrándose en el debate que tiene lugar en los consejos municipales. El estudio compara el debate que era común en el origen de los parlamentos, en su origen en el Parlamento de Inglaterra. Este trabajo describe el Parlamento Inglés en su origen histórico y su función discusión, que es adoptado por los consejos municipales modernos en los municipios brasileños. Este trabajo muestra la participación política que no se centra en la votación, pero los consejos locales se describen y su objetivo de promover el control social de las actividades estatales.
