Abstract
In general terms, universities are among the basic institutions which support the national development of the country. To achieve their objectives and functions they require a strong library. Since their importance is recognized, university libraries are established both in various developing countries and in Turkey. However, these libraries cannot provide qualified services because of their several problems. To solve the problems of the university libraries in Turkey, some related items should be placed in the national information policy which is to be created.
