Abstract
Internet ha sido declarado como derecho, lo que hace que su acceso, uso y penetración sean considerados como prioritarios en todas las zonas del planeta. La intención de este ensayo es esbozar cuáles serían estos efectos. El derecho al Internet es simplemente la garantía de poder participar de la vida en sociedad sea como ciudadano o como consumidor sin restricción alguna. El acceso al Internet no es simple ni barato, implica un conjunto de acciones que requieren intervención del Estado, de varios actores económicos y del propio ciudadano. Asume el tratamiento de las complejidades de este derecho y el desafío para Latinoamérica.
