Abstract
Selama beberapa tahun terakhir ini bangsa Indonesia banyak menghadapi masalah kekerasan, baik yang bersifat masal maupun yang dilakukan secara individual. Masyarakat mulai merasa resah dengan adanya berbagai kerusuhan yang terjadi di beberapa daerah di Indonesia. Kondisi seperti ini membuat perempuan dan anak-anak menjadi lebih rentan untuk menjadi korban kekerasan. Perempuan yang berada di daerah aman juga dapat menjadi korban kekerasan, dengan kata lain masalah kekerasan terhadap perempuan ini merupakan masalah yang universal (Kompas, 1995;
Muladi, 1997; Triningtyasasih, 2000).
