Abstract

O ensaio estuda os principais argumentos do pensamento
neoliberal de Friedrich von Hayek, alguns de seus efeitos nos países
periféricos da economia global e uma indicação de sua
operacionalidade no governo do estado brasileiro na década de
1990. Impelido pela globalização econômica e pela influência do
capital financeiro sobre os investimentos produtivos nesta época, o
modelo neoliberal sublinha a desregulamentação econômica, a
flexibilização dos mercados e a desburocratização do Estado. Ao
adotar as ideias de Hayek, o neoliberalismo sublinha a não
interferência do estado nas questões econômicas e sociais e reduz a
democracia somente a um meio desejável para a defesa da
liberdade individual de produzir e consumir. A subserviência dos
estados aos organismos multilaterais por ocasião das políticas de
ajuste estrutural tornaram-nos cada vez mais governamentalizados
pela economia. É o caso do estado brasileiro no qual os direitos
sociais garantidos constitucionalmente pelo processo da
redemocratização foram negligenciados, uma clara demonstração
de que a política tornou-se governada pela lógica acumulativa do
capital e seus imperativos.

Der Aufsatz untersucht die zentralen Argumente des
neoliberalen Denkens von Friedrich von Hayek, einige seiner Auswirkungen auf die
peripheren Länder der Weltwirtschaft sowie Hinweise auf dessen
Operationalisierung im Regierungshandeln des brasilianischen Staates in den
1990er-Jahren. Angetrieben durch die wirtschaftliche Globalisierung und den Einfluss des
Finanzkapitals auf produktive Investitionen in dieser Epoche, betont das
neoliberale Modell die ökonomische Deregulierung, die
Flexibilisierung der Märkte und den Bürokratieabbau des Staates. Durch die
Übernahme der Ideen Hayeks betont der Neoliberalismus die
Nichteinmischung des Staates in wirtschaftliche und soziale Belange und reduziert die
Demokratie lediglich auf ein wünschenswertes Mittel zur Verteidigung der
individuellen Freiheit des Produzierens und Konsumierens. Die Unterordnung der
Staaten unter multilaterale Organisationen im Zuge der strukturellen
Anpassungspolitiken führte dazu, dass diese zunehmend
durch die Ökonomie gouvernementalisiert wurden. Dies ist der Fall beim brasilianischen Staat, in dem die
durch den Prozess der Redemokratisierung verfassungsrechtlich garantierten
sozialen Rechte vernachlässigt wurden – eine deutliche Manifestation
dessen, dass die Politik von der Akkumulationslogik des
Kapitals und ihren Imperativen regiert wurde.
