Abstract
Este artigo analisa a importância das políticas de inclusão digital, nos seus aspectos econômicos e culturais, para a elevação do grau de sucesso na implementação de serviços de governo eletrônico – e-gov, especificamente na relação Government to Citizen (GtoC). Fundamenta-se no levantamento suplementar da Pesquisa Nacional por Amostra de Domicílios - PNAD 2005, sobre acesso à Internet e posse de telefone móvel celular para uso pessoal realizado pelo Instituto Brasileiro de Geografia e Estatística IBGE e a Pesquisa TIC - Tecnologias da Informação e da Comunicação, do Comitê Gestor da Internet no Brasil - CGI, realizada em 2005, cujo objetivo foi estudar a penetração e uso de internet e computadores no Brasil. A partir desses indicadores nacionais esse estudo busca uma aproximação do contexto local, realizando uma pesquisa junto aos usuários da Agência da Previdência Social em Porto Velho – RO para a identificação do grau de inclusão digital desses cidadãos.
يحلل هذا المقال أهمية سياسات الشمول الرقمي، في جانبيها الاقتصادي والثقافي، لرفع مستوى النجاح في تطبيق خدمات الحكومة الإلكترونية – e-gov، ولا سيما في إطار العلاقة بين الحكومة والمواطن (Government to Citizen - GtoC). وتستند هذه الدراسة إلى المسح التكميلي لـ "المسح الوطني لعينات الأسر المعيشية" (PNAD 2005) بشأن الوصول إلى الإنترنت وامتلاك الهاتف المحمول للاستخدام الشخصي، والذي أجراه المعهد البرازيلي للجغرافيا والإحصاء (IBGE)، بالإضافة إلى مسح تكنولوجيا المعلومات والاتصالات (TIC) الذي أجرته لجنة إدارة الإنترنت في البرازيل (CGI) عام 2005، بهدف دراسة مدى انتشار واستخدام الإنترنت وأجهزة الحاسوب في البرازيل. وانطلاقاً من هذه المؤشرات الوطنية، تسعى هذه الدراسة إلى مقاربة السياق المحلي من خلال إجراء مسح لمراجعي وكالة الضمان الاجتماعي في مدينة بورتو فيلهو – ولاية روندونيا (RO)، لتحديد مستوى الشمول الرقمي لدى هؤلاء المواطنين.
