Abstract
Civil society in Turkey has in general fragile struckture. The structure sourcing from deep culturel polarization makes the autonomy of ‘civil’ problematic. Non-governmental organization takes sometimes closer sometimes nearer position to government in various periods. In this article, this situation has been analyzed in the conceptual framework of civil society
