Abstract
Science policies, optimality and complex systems. Whereas scientific system is a complex system that must adapt to changes in knowledge, I give my opinion on the need for policies to
encourage this development. Doing analogies with other complex systems, I consider important to maintain the diversity and redundancy of the system. I believe that a way of achieving this
goal is to maintain and promote groups and projects that are not usually considered excellent at the time of evaluation.
