Abstract
Motivating enterprises by provision of e-government services in Europe acts as a powerful incentive for enterprises, in particular for small and medium sized enterprises, to adopt electronic ways of working in their dealings with public administration. A leading example is e-procurement, which facilitates the integration of public administration requirements into the work processes of enterprises and so contributes to building of the European business environment that encourages and supports entrepreneurs and competitiveness. New needs arise for e-government services in support of this type of cross-border users. The introduction of electronic invoicing systems in public administrations would generate savings both for the public bodies as well as the suppliers interacting with it. These activities covered by the IDABC work programme since 2005 produce guidelines for the implementation of e-procurement systems. The objective is to contribute to the use of electronic invoices in the public sector according to the i2010 e-government action plan and the e-procurement action plan.
