Abstract
Es un imperativo la mejora continua de la calidad de la educación superior cubana, teniendo presente la visión de futuro y las orientaciones contenidas en los documentos del 7mo. Congreso del Partido, aprobados por el III Pleno del Comité Central del Partido Comunista de Cuba y respaldados por la Asamblea Nacional del Poder Popular en el año 2017. El artículo sintetiza, el enfoque prospectivo aplicado con el objetivo de trazar el camino para lograr la Escuela Superior de Cuadros del Estado y del Gobierno que necesita el país en el año 2021. Resultó novedoso el empleo del método de los escenarios, para lo cual se creó un equipo multidisciplinario en interés de la reflexión colectiva, lo que permitió el enfoque sistémico y dialéctico en el análisis y propuesta de escenarios futuros para alcanzar la visión en el año 2021.     Palabras claves: universidad, prospectiva, análisis, variables, escenarios, visión. Abstract It is imperative to continuously improve the quality of Cuban higher education, bearing in mind the vision of the future and the guidelines contained in the documents of the 7th. Congress of the Party, approved by the III Plenum of the Central Committee of the PCC and supported by the National Assembly of the People's Power in the year 2017. The article synthesizes, the prospective approach applied with the objective of paving the way to achieve the Higher School of the State and Government Chiefs that the country needs in the year 2021. The use of the scenario method was novel, for which a multidisciplinary team was created in the interest of collective reflection, which allowed the systemic and dialectical approach in the analysis and proposal of future scenarios to achieve the vision in the year 2021.  Keywords: university, prospective, analysis, variables, sceneries, vision.
