Abstract
The effectiveness of solving the housing problems of the population depends significantly on the quality of housing policy. The majority of classical theories considers the solution of the housing problem in the framework of market relations, where one group of the theories (neomanchester) gives priority to stimulate demand for the housing from the population, other (administrative) - to stimulate supply of the housing. Tools and mechanisms for the implementation of urban housing policy depend on which of these theories lies in its core.
